Eva Olesen is a specialist in public procurement and construction law.

She advises public authorities, utility companies and private businesses on all matters concerned with the procurement and execution stages – often in relation to large-scale infrastructure projects, tenders and procurement in the social housing sector.

Eva has extensive experience in providing strategic advice on tender design, implementation of procurement processes from start to finish, as well as on drafting and negotiating contracts. She also advises on various forms of collaboration and organisation, including the specific rules applying to the obligation on local authorities to invite tenders for incinerable waste.

References

Since 2016, Eva has acted as legal sub-adviser and regular discussion partner to the client adviser for social housing associations and their management companies involved in the realisation of the HP4 master plan for Brøndby Strand Parkerne, a project with a total budget of DKK 4 billion.

In 2024, Eva assisted the Copenhagen Metro and the Greater Copenhagen Light Rail in drafting the company’s ‘second-generation’ social clauses. She also contributed to the formulation of its ‘first-generation’ clauses in 2016.

Additionally, in 2024, Eva – acting as legal sub-adviser to NIRAS – delivered the legal background analysis on which the Danish Utility Regulator’s guidance on competition-promoting initiatives and the new rules on competitive tendering for incinerable waste are based (Act No 745 of 13 June 2013). Based on this work, she has advised several local authorities and municipal waste-to-energy companies on structuring procurement processes in compliance with the new rules.

Teaching

Eva regularly teaches on courses on a wide range of procurement and construction law subjects for various course providers, including Djøf and the IKA network of public procurers and suppliers.
