Helle Lorentsen Bøgeskov is a specialist in procurement and construction.

She provides legal advice to utility and infrastructure companies as well as public authorities on all matters relating to the tendering and execution stages – often in relation to calls for tenders for large-scale construction or renovation projects in a broad range of utility areas and in the social housing sector.

Helle has extensive experience in providing strategic advice on the drafting of tenders and the execution of the tender process from start to finish, as well as the preparation and negotiation of contracts and framework agreements. She also provides advice on the rules governing the duty of local authorities to invite tenders for waste suitable for incineration.

Helle has long-standing experience in providing advice on tendering and construction law in a number of utility areas, particularly in the fields of district heating, water supply and treatment (drinking water and waste water) and waste incineration, as well as generation and distribution of natural gas and power.

In 2024, Helle assisted the Copenhagen Metro and Copenhagen Light Rail in preparing their ’second generation’ social clauses.

Helle also har particular experience on tendering and construction law within the social housing sector.

Likewise, acting as legal sub-consultant to NIRAS in 2024, Helle provided the legal background analysis forming the basis for the Danish Utility Regulator’s guidance on competition-enhancing measures and the new rules on competitive tendering for incinerable waste (Act No. 745 of 13 June 2013). Based on this, she has advised a number of local authorities and municipal waste-to-energy companies on structuring procurement processes in accordance with the new rules.

Teaching

Helle teaches on a regular basis and presents courses on a wide range of subjects relating to public procurement and construction through a number of course providers, including DJØF, Insight Events, IKA, the Association of Public Procurement Professionals, and clients. Course subjects include current procurement and construction law issues and practical use of the AB templates.
